Richard Vietor, Ph.D [moderator]

Professor of Business Administration, Harvard Business School 

Professor Vietor is the Paul Whiton Cherington Professor of Business Administration at the Harvard Graduate School of Business Administration and Senior Associate Dean for the Asian Initiative.  He teaches courses on the international political economy.  He received a B.A. in economics from Union College (1967), an M.A. in history from Hofstra University (1971), and a Ph.D. in history from the University of Pittsburgh (1975).

Before coming to the Business School in 1978, Professor Vietor held faculty appointments at Virginia Polytechnic Institute and the University of Missouri at Columbia.  He is the recipient of the Newcomen Award in business history and served as President of the Business History Conference in 1993-94. 

Professor Vietor’s research on business and government policy has been published in numerous journals and books.   His books include Environmental Politics and the Coal Coalition (1980), Energy Policy in America Since 1945 (1984), Telecommunications in Transition (1986), Strategic Management in the Regulated Environment (1989), Contrived Competition: Regulation and Deregulation in America (1994), Business Management and the Natural Environment (1996), Globalization and Growth: Case Studies in National Economic Strategies (2004), Environmental Protection and the Social Responsibility of Firms (eds. With Bruce Hay and Robert Stavins)(2007), How Countries Compete (2007), and The Class Moves the World: How Business Elites Decipher the World Economy (available in Japanese only, 2010).

For his courses in business-government relations and environmental management, Professor Vietor has published more than eighty case studies on energy policy, the regulation of natural gas, nuclear power and hazardous wastes; on strategy and deregulation in airlines, railroads, telecommunications, and financial services; and on the national development strategies of a dozen countries.  He has been a consultant to the Hudson Institute and the Energy Research and Development Administration, serves on the Advisory Boards of IPADE (in Mexico), IESE (in Spain), and INALDE (in Columbia), on the Editorial Board of the Business History Review, the board of the Luigi Gerardo Napolitano Society, and several firms. He is a consultant to several corporations. 

Manuel Pinho

Visiting Professor, International Public Affairs, Columbia University 

Professor Pinho is Visiting Professor at the School of International Public Affairs, Columbia University and Senior Fellow at the Jackson Institute, Yale University. Between 2005- 2009 he was the Minister of Economy and Innovation of the Portuguese Government and a Member of Parliament. In 2007 he was Acting President of the European Council of Energy and Competitiveness Ministers and of the Transatlantic Council. He is the author of the background paper Europe´s New Energy Era, on which the European Strategic Plan for Energy is inspired. Manuel Pinho is also Director of the International Energy MBA at the Lisbon Institute; President of the Arpad Szenes- Vieira da Silva Foundation; Vice Chairman BES Africa; and Senior International advisor at Roland Berger Strategy Consultants.

S. Vijay Iyer

Director, Sustainable Energy Department, The World Bank Group

S. Vijay Iyer is Director of the World Bank’s Sustainable Energy Department, where he guides the Bank’s policies, programs and strategies in the energy sector.  Until June 2011, he was Manager of the Bank’s Africa Energy Group, where he led initiatives for sub-Saharan African countries to support energy access through investments in hydropower, geothermal and electrification projects, as well as innovative programs such as Lighting Africa. An Indian national, Mr. Iyer has worked in private industry, project finance and banking. He has also been a senior official with the Indian Civil Service, holding several positions in public administration and economic development.  He holds a MBA from Yale University and a Master’s in Chemistry from Jabalpur University in India.

Guilluame Aubert

Managing Director & Partner, Boston Consulting Group

 

Guillaume is a Partner and Managing Director at the Boston Consulting Group where he leads the energy practice for the East Coast.  Currently, he is based in their Washington, DC office. He has also worked in BCG’s Paris, Madrid and Lisbon offices.  During his 14 years as a consultant, he has worked extensively on energy and environmental projects for utilities, energy OEMs, governments and agencies.  Guillaume earned his engineering degree at École Nationale des Ponts et Chaussées.

Energy and Risk

This panel will discuss how private corporations and governments should think about risk and regulation in large-scale energy projects following Fukushima and the gulf oil spill.  These events fundamentally affect the way we need to think about risk and safety.Our goal is to have key stakeholders give their viewpoints on this topic and look at the options available.

Panelist Bios

Julio Rotemberg, Ph.D [moderator]

Professor of Business Administration, Harvard Business School 

Professor Julio J. Rotemberg received his B.A. degree in Economics from the University of California, Berkeley in 1975 and his Ph.D. in Economics from Princeton University in 1981. He first came to the Harvard Business School as a one-year visiting professor in 1995 and he became a member of the faculty in 1997. At HBS, he has taught Business, Government and the International Economy (BGIE) in both the MBA and the AMP programs as well Business History in the Foundations module. He currently teaches First Year Marketing in the MBA program. From 1980 to 1996 he was on the faculty at the Sloan School of Management, Massachusetts Institute of Technology, where he taught macro and international economics.

Professor Rotemberg has written over 50 articles. Most of his research has concerned itself with the sources of economic fluctuations with particular attention to the effects of monetary policy, fiscal policy and oil price changes. He has also worked on other topics in macroeconomics as well as doing work on the behavior of retail prices, international economics, the economics of market structure and the economics of organizations. He has been an Editor of the NBER Macroeconomics Annual and the Review of Economics and Statistics, and is currently an Associate Editor of Journal of Money, Credit and Banking. 

Michael Bromwich

Director of Regulation and Enforcement, Bureau of Ocean Energy Management 

Michael R. Bromwich is the Director of the Bureau of Ocean Energy Management, Regulation and Enforcement and has served in that position since June 21, 2010.  He was asked by President Obama and Interior Secretary Ken Salazar to lead reforms that will strengthen oversight and regulation of offshore oil and gas development and oversee the fundamental restructuring of the former Minerals Management Service, which was responsible for overseeing oil and gas development on the Outer Continental Shelf. 

Mr. Bromwich has published articles in law reviews and other publications on conducting and managing complex investigations. He is also a frequent speaker and panelist on law enforcement, oversight and criminal law issues. Since leaving government in 1999, he has published articles on law enforcement, criminal justice and oversight issues in The New York Times, Washington Post, Los Angeles Times, the Boston Globe, and Legal Times. During his career, he has also participated in nationally televised symposia on the Independent Counsel Act, the operation of the jury system in high-profile cases and the changing role of federal prosecutors. He has also been the subject of profiles published by The American Lawyer, and theAssociated Press and since leaving government has made appearances on a wide variety of nationally televised news and public affairs programs. 

Stewart Minahan

Vice President of Operations, Entergy Nuclear

Stewart Minahan is Vice President of Operations for Entergy.  He is currently on loan to the Nuclear Energy Institute in Washington D.C.  where he serves as the Executive Director of Nuclear Operations. At NEI he works on policy and nuclear industry issues with the United States Nuclear Regulatory Commission.  In 2011 he has been engaged in formulating the U.S. industry regulatory response to the Fukushima events.

Minahan has over thirty five years of nuclear generation experience.  Prior to his Washington assignment, he was Vice President and Chief Nuclear Officer for the Nebraska Public Power District where Entergy Nuclear has a management services contract at the Cooper Nuclear Station.

During his career he has held positions of General Manager, Operations Manager, Outage Manager, Work Control Manager, and Shift Manager at various Entergy nuclear plants.  Minahan has held USNRC Reactor Operator and Senior Reactor Operator licenses at two facilities.

Minahan currently serves on the Off Site Safety Review Board at the Palo Verde Nuclear Plant in Arizona. He previously served as a member of the Nuclear Strategic Issues Advisory Committee at NEI as well as a member of the Executive Advisory Group at the Institute of Nuclear Power Operations in Atlanta, GA.

Minahan holds a bachelor of science in Nuclear Engineering Technology from Edison State College. He is a   member of both the American Nuclear Society and the Professional Reactor Operator Society.

When not in Washington DC, Minahan resides in Fayetteville, Arkansas.

 

Elizabeth Lowery

Senior Knowledge Leader, GreenOrder

As Senior Knowledge Leader, Environmental Responsibility, Beth Lowery is integral to LRN’s drive to communicate and integrate knowledge in the areas of environmental responsibility and sustainability. She is responsible for developing key insights to create solutions for Boards of Directors, senior leaders in the sustainability function, functional management and employees. Beth will leverage her prior experience as a chief environmental officer, general counsel and expert on environment and energy policy to provide practical solutions and thought leadership in this evolving area. Beth joins LRN after a twenty year career with General Motors Company where she was a member of GM’s Senior Leadership Group as vice president of environment, energy and safety policy and Secretary to the Public Policy Committee of the GM Board of Directors. She is known for her prudent decision making, effective diplomacy, and ability to deal cross-functionally and forge multi-stakeholder consensus around complex, difficult issues.

Beth was also a partner at Honigman Miller Schwartz and Cohn and a law clerk to Michigan Supreme Court Justice G. Mennen Williams. She has served on several nonprofit boards including the World Environment Center, InForum Center for Leadership, Keystone Center and the Alliance for Automobile Manufacturers. Additionally, she had the opportunity to engage with the media on a regular basis and is a frequent presenter at environmental conferences, such as the Aspen Environmental Forum and Globe. Beth received a J.D. from Wayne State University in Detroit, Michigan and a Bachelor of Business Administration from Eastern Michigan University. She also attended GM’s Senior Executive Program in partnership with Harvard Business School. 
Randy Foutch

Chairman & CEO, Laredo Petroleum Inc.

Randy A. Foutch is an experienced oil and gas executive with prior successes in forming his own privately held companies.He is currently Chairman and CEO of Laredo Petroleum, Inc. 

Laredo Petroleum is an independent oil and gas company with headquarters in Tulsa, Oklahoma.  Laredo’s business strategy is focused on the acquisition, exploration and development of oil and gas properties in the Mid-Continent region of the United States.  Laredo was formed with an initial commitment of up to $600 million of equity from Warburg Pincus.

Prior to the formation of Laredo, Mr. Foutch founded Latigo Petroleum, Inc. and served as its President and CEO until Latigo was sold to Pogo Producing Co. in 2006.  In 1996, Foutch founded Lariat Petroleum, Inc. and served as President until 2001 when the company was sold to Newfield Exploration, Inc. 

He is currently serving on the Board of Directors of Helmerich & Payne – including their Audit and Nominating & Corporate Governance Committees, the National Petroleum Council, America’s Natural Gas Alliance, and the Advisory Council of the Energy Institute at The University of Texas at Austin.  He also serves on the Board of The Catholic Foundation of Eastern Oklahoma, The Board of Trustees of the University of Tulsa, Tulsa University’s Friends of Finance Board, the Gilcrease Museum National Board, the C.M. Russell Museum Board of Directors, and Board Member Emeritus of Leadership Oklahoma.  He has previously served on the Boards of Bill Barrett Corporation, Broad Oak Energy, Madagascar Oil, MacroSolve, Inc., the Boy Scouts/Indian Nations Council Board, the St. Philip Neri Newman Center Board, the Oklahoma Energy Resources Board, the Oklahoma Independent Petroleum Association, Energy Advocates, Woolaroc, and Gryphon Exploration Company among other public, private and non-profit organizations.

Among many other honors and awards, Foutch most recently was chosen by Leadership Oklahoma to receive their 2011 Distinguished Graduate Award at their Annual Excellence in Leadership Gala.  He has spoken multiple times at Harvard Business School and participated in their Annual Energy Summit.  Foutch was also inducted into the University of Tulsa’s 2010 Business Hall of Fame and has spoken as a guest commentator on CBS News.  Mr. Foutch was inducted into the 2008 Tulsa Historical Society Hall of Fame, and received the American Association of Petroleum Geologists’ Public Service Award at its 1999 convention.  He holds a Bachelor of Science in Geology from the University of Texas and a Master of Science in Petroleum Engineering from the University of Houston.
